TAXPAYERS PROTECTION AMENDMENT:
Keeps tax and spending growth in line with people's ability to pay

The long-term solution to Wisconsin's rank as a high-tax state is to restrain government spending on a permanent basis. This was the goal of the Taxpayers Protection Amendment, a proposed constitutional amendment which provided for permanent limits on tax revenues, fees and some bonding at all levels of Wisconsin government. The limits would have kept tax and spending growth in line with people's ability to pay. Voters would have been able to vary the limits through referendum. As a result, government spending would have been able to grow every year but at an affordable level. The proposed amendment passed the Assembly in 2006 but narrowly failed to pass the Senate.
